Job Description Introduction Recognizing the value of care work, both paid and unpaid, is essential for the development of societies and for achieving social justice.
In Latin America and the Caribbean, care (giving, receiving care and self-care) has been considered a right since the approval of the Buenos Aires Commitment in November by the Economic Commission for Latin America (ECLAC), with the participation of the 32 countries of the region, and the ILO as an observer.
Care is assumed to be a shared responsibility between the State, the private sector, the community and households, as well as between men and women.  In Mexico, women spend 67% of their time on unpaid care work, compared to 33% of men's time according to the Time Use Survey ().
In addition, the National Survey for the Care System (ENASIC) indicated that they are mainly women and girls, 75.
%, compared to 24.
% of men and that 68.
% of women who want to work do not do so for reasons of unpaid care of families.
According to estimates from the National Survey of Occupation and Employment, there are 2.
million domestic workers in the country, but only have access to social security.
In , the value of unpaid work in domestic and care work was 7.
billion pesos, equivalent to 24.
% of the national GDP.
This initiative is at the heart of the ILO agenda, in collaboration with the tripartite constituents of the region, and is closely linked to the Outcome Resolution of the ILO General Discussion on Decent Work and the Care Economy and the discussions of the International Labour Conference, specifically with regard to decent work and the care economy.
This contract is part of the project “Promoting Social Justice and Gender Equality through innovative Care Policies in Bolivia, Brazil and Mexico” which will be carried out in a coordinated manner in the three countries and with the involvement of the ILO Regional Office in Lima.
The project aims to contribute to the promotion of equality between men and women in the world of work, with a priority focus on the care economy and care workers, through.
Strengthening a comprehensive framework of rights and responsibilities for receiving and providing care, as well as capacity building among constituents through knowledge sharing, with the aim of improving gender equity in access and working conditions in the care sector Promoting investment in quality services and jobs in the care economy through innovative proposals for the Social and Solidarity Economy (SSE), with special attention to the creation of equal employment opportunities for men and women in care roles Improving the quality of jobs and creating decent work opportunities in the care sector, especially for community care workers and domestic workers, in order to reduce gender disparities in the workplace and promote women's economic inclusion.
This intervention will be carried out at the national level in Bolivia, Brazil and Mexico.
For the strategic and knowledge-sharing level, there will be an emphasis on these three countries, but the results will contribute to all countries in the Latin American region.
The target population is all workers with family responsibilities and workers in the care sector, particularly paid domestic workers, as well as other groups of paid care workers who are also in a vulnerable situation without decent working conditions.
In order to carry out the execution of the activities in Mexico, the ILO Office in the country requires the hiring of a National Program Officer for the duration of the project until December .
HIERARCHICAL LINES The National Project Officer position will be based in the ILO Office in Mexico City, and will work under the supervision of the ILO Director in Mexico and under the technical coordination and guidance of the Regional Senior Gender and Non-discrimination Specialist based in Lima.
The selected person will be required to technically coordinate his/her actions with the other National Coordinators of the project in Bolivia and Brazil and with the Programme Assistant based in Lima.
It is desirable that he/she aligns activities with other UN Agency Officers through the Senior Coordination Officer of the United Nations Resident Coordinator Office in Mexico, among others.
MAIN FUNCTIONS.
The National Project Officer shall provide technical support to ILO Mexico in the implementation and monitoring of the project actions and shall coordinate specific actions with the tripartite constituents, as well as with INMujeres, the Federation of Domestic Workers and the Global Alliance for Care, among others, in order to advance the Outcome Resolution of the General Discussion on Decent Work and the Care Economy of the ILO and the Regional implementation of the Buenos Aires Commitment:  Perform the functions of approver in the Office Administrative System.
Travel Authorizations (TT), Purchase Orders (PO) Prepare terms of reference (TORs), select and review products, evaluate external consultancies that need to be contracted and authorize payment for services provided.   Review, verify and analyze work plans, progress and final reports, data and documents for clarity and consistency in a comprehensive manner.
Follow up on pending documents, clarify information and respond to questions related to requirements and authorizations, among other queries, to keep processes on track and support the successful completion of agreed activities.
 Support in the programming, use and control of program and/or project resources.
Prepare budget estimates and expenditure projections after analyzing and monitoring the funding situation in relation to planned activities, identify problems; propose solutions, actions to follow or corrective measures.
 Participate in the preparation and conduct of conferences, seminars, workshops, training sessions and consultation meetings.
Speak on behalf of the programme and/or project when attending these meetings.       Plan and participate in missions and visits to the sites where the project is being developed to monitor the implementation of the program and/or project independently or by accompanying other people.  Submit the corresponding reports within the established deadlines and propose improvement actions.
Establish collaborative partnerships and manage stakeholder engagement.
Identify donors and participate in resource mobilization activities.     Create an internal Monitoring and Evaluation system that contains instruments and tools for the systematic collection of indicators to measure the progress of the program and/or project according to its logical framework, in line with ILO guidelines and notes on the subject.   Establish communication channels with partner institutions to collect data and inputs and develop indicators to measure progress towards the objectives set out in the program and/or project.
optional section Issue monthly, quarterly, half-yearly and annual reports on the progress of activities and report on these to the CTP of the program and/or project or to the country director.
Support the preparation of monitoring reports for the funding partner on the results obtained by the program and/or project.
Organize activities to train actors and partner institutions of the program and/or project on topics related to monitoring and evaluation Perform other related tasks and/or functions assigned by the senior gender and non-discrimination specialist or by the Country Director.
Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project issues.
Draft, edit or translate into the local language official correspondence, statements and speeches and any other public information material.
Lead the preparation of briefings, background information, technical reports and periodic progress reports and statistical data on the status of general project activities for the ILO and UNINFO EDUCATION First-level university degree (bachelor's degree) in social sciences, economics, public policy, development studies, political science, international relations or related fields LANGUAGE Excellent knowledge of the Spanish language and intermediate level of English EXPERIENCE Minimum.
A minimum of two years of professional experience in areas related to gender issues, human rights and/or fundamental labor rights Your work with development cooperation projects and your experience working with United Nations agencies in Mexico will be considered an advantage.
