The successful candidate for this position will be a contractor with Music Ministry International and be responsible for the following.
1.
GENERAL.
This is a non-personal services contract to provide Catholic Parish Coordinator services for the Sunday Catholic Service.
The Government will not exercise any supervision or control over the contract service providers performing the services herein.
Such contract service providers shall be accountable solely to the Coordinator who, in turn is responsible to the Government.
This is not a TDA recognized position.

Description of Services/Introduction.
The coordinator shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform as the Catholic Parish Coordinator as defined in this Performance Work Statement except for those items specified as government furnished property and services.
The coordinator shall perform to the standards in this contract.
The coordinator shall perform Catholic Parish Coordinator services for the Sunday Catholic Service, to include but not limited to Sunday services, religious education classes and special masses.
As a non-personal service coordinator the coordinator is not a member of the Religious Support Office staff.

Background.
The Catholic Service is normally held at the Prichard Place Chapel, Fort Knox, Kentucky.
The Catholic service may move to another Religious facility location on Fort Knox should the need arise.

Objectives.
The coordinator shall perform all services within the guidelines of the Catholic community, Army Regulations and directives, and Religious Support Office policy statements.
Contract personnel shall be familiar with The Order of the Catholic Mass, Catholic Liturgical Hymns, and two (2) years’ experience in Catholic worship, Education and Liturgy.

Scope.
The purpose of the Catholic Parish Coordinator is to assist the Catholic Chapel Parish with denominationally specific, professional, ecclesiastical support for the Catholic Liturgical Cycle requirements, Cannon Law requirements, Sacramental requirements, Diocesan regulations and requirements, and denominationally specific Ecclesiastical norms and requirements.
The Catholic Parish Coordinator provides coordination support for the EERS of Catholic worship, sacraments, rites, and ordinances.
The requirement for the Catholic Parish Program is outlined in AR .
The Catholic Parish Coordinator (hereafter referred to as the “coordinator”) will coordinate those services required to support.
Coordination with Catholic Chaplain and Catholic Parish Advisory Council.
Coordinate denominationally specific administrative support for the Sacraments of First Reconciliation, First Communion and confirmation; Coordinate preparation of denominationally specific administrative support for priest for Catholic Rites, Sacraments, and Ordinances; Coordinate parents’ meetings for sacramental preparation; Coordinate denominationally specific administrative support for special events in support of the liturgical year such as Advent, Christmas, Lenten/Easter programs, and holy days of obligations, etc.; Coordinate denominationally specific administrative support for parish activities; Coordinate denominationally specific administrative support for special parish and religious events, e.
., Advent/Christmas, Lent/Holy Week/Easter, Patronal Feast Day, Baccalaureate Mass, etc.; Coordinate denominationally specific administrative support for the Catholic Parish Program Budget.
Coordination services to provide denominationally specific, professional, administrative support, to include obtaining, preparing, recording, and sending official records as required by the Catholic Church.
Coordination for parish program events includes promotional endeavors and advertising campaigns; maintaining adequate records of functions/attendance and materials needed; and projecting the timely supply of support materials and classroom supplies for sacramental preparation classes and meetings.

Period of Performance.
The period of performance will be for one (1) Base Year of 12 months beginning on 3 February and running through 2 February and including four (4) option years.
The ultimate completion date will be 2 February .
Specific Tasks.

Basic Services.
The coordinator shall provide services for the Fort Knox Catholic Community Service.

Specified Tasks.
a.
Coordinate the Liturgical Cycle Requirements.
Includes coordinate denominationally specific administrative support for Catholic Masses; Coordinate denominationally specific support for special events in the Catholic liturgical year such as Advent, Christmas, Lenten/Easter programs and holy days of obligations, etc.; Coordinate denominationally specific administrative support for special parish and religious events such as Advent/Christmas, Lent/Holy Week/Easter, Patronal Feast Day, Baccalaureate Mass, etc.; Coordinate the denominationally specific administrative support required for each event or activity; Provide weekly “Prayers of the Faithful” for each Sunday and holiday Eucharistic celebration in accordance with Archdiocese of Military Service (AMS) directors and liturgical norms; Provide clerical support as requested by the Catholic chaplain; Coordinate the timely ordering of liturgical supplies with appropriate POCs/chaplain assistants (palms, candles, etc.).
b.
Coordinate Cannon Law Requirements.
Includes process the results of FOCCUS pre-nuptial surveys; Coordinate and process pre-nuptial dispensations for mixed religion (Canon ); disparity of cult (Canon ); and from Canonical form (Canon ); Coordinate and notify pastor(s) of the place(s) of the spouse’s place of baptism about the marriage as soon as possible after the marriage (Canon ); Coordinate and notify the pastor of the place of baptism that confirmation was conferred (Canon 895); Coordinate baptismal preparation for expectant parents with the parish’s baptism coordinator in accordance with church canons and rubrical requirements.
c.
Coordinate Sacramental Requirements.
Includes coordinate denominationally specific administrative support for Catholic Rites, Sacraments, and Ordinances; Conduct Parish-wide sacramental census; Coordinate parents’ meetings for sacramental preparation in conjunction with appropriate POCs; Coordinate the specific administrative support required for each event or activity; Coordinate communion calls and visits to the sick; Coordinate and provide required RCIA, Pre-Can, parent and Godparent baptism preparation certificates and records to PCS members as required.
d.
Coordinate Diocesan Regulations and Requirements.
Includes coordinate the specific administrative support required for each event or activity; Coordinate and compile Archdiocese of Military Service (AMS) required prenuptial certificates and affidavits; Coordinate and record the marriage in the AMS marriage register by fully completing the AMS record form and submitting it along with the pre-nuptial investigation of both parties to the AMS Sacramental Department; Coordinate and submit fully filled out AMS Baptism, Profession of Faith, First Holy Communion and Confirmation records forms to the AMS Sacrament Department within a week of the celebration of the sacrament; Coordinate and submit fully filled out, the Chaplain Quarterly Sacramental Report, to the AMS Sacramental Department on the day of each quarter; Coordinate and submit names of qualified persons who have been chosen, thoroughly trained and endorsed by the priest chaplain to AMS for appointment by the Archbishop as Extraordinary Minister of the Eucharist (EME).
e.
Coordinate Ecclesiastical Parochial Norms and Requirements.
Includes coordinate denominationally specific support for the Catholic Parish Advisory Council; Coordinate denominationally specific administrative support for parish activities; Coordinate with the ASG Resource Manager to monitor the parish budget; maintain file of current budget status, including obligated and completed NAF purchase orders; Coordinate, in conjunction with appropriate POCs, the specific administrative support required for each event or activity; Maintain a volunteer utilization file to include volunteer’s name, recruitment date, utilization, and hours volunteered; Coordinate scheduling and processing of designated offerings with the Chaplain’s Resource Management Office (RMO) (to include double announcements in bulletins); Process parish purchase order requests via the RMO funds manager; Coordinate input and prepare weekly/special seasonal bulletins; Coordinate and produce the Catholic Command Master Religious Program, using input from the Catholic chaplain; Coordinate and maintain a master Catholic Parish Calendar of parish activities; reserve chapels as needed for various parish events/programs via chapel secretaries of the requested chapel.
f.
Meet with parish advisory council POCs.
Includes coordinating the agenda of the Holy Family Advisory Council’s monthly meeting based on input from council POCs.
g.
Ministry of Presence.
Includes providing for the reception of office callers, extension of hospitality on behalf of the parish to such persons, and referral to appropriate parish POCs to meet the caller’s need.
It also includes, in the pastor’s absence, the preparation of an in-take note for the pastor’s subsequent follow-up, when such action is necessary.
h.
Additional Clerical Requirements.
Includes the clerical support such as word processing, filing, telephonic coordination, etc., which the Catholic Pastor/Chaplain may need from time to time in support of the parish program.
i.
In accordance with AR and directives from the Fort Knox Chaplain’s Office, the coordinator shall be responsible for maintaining records and files incident to the services provided in his contract.
Files must be maintained in a secured area (office area that can be locked) and are the property of the U.
S.
